0330-95 -- Sources are sought for a one-time flight test of an upgraded
turbojet engine for the MQM-107 target drone. The one-time test is
planned for the second or third quarter of FY 96 and requires that each
source providing an engine for testing sign a bailment agreement with
the Government. This is not a competition, but a long term planning
effort on the part of the Government. No known procurement or contract
for the upgraded engine is anticipated at this time. TECHNICAL
REQUIREMENTS: 1. The engine must provide 1,200 to 1,500 lbs of static
thrust at standard atmospheric sea level conditions uninstalled. 2. The
engine provided should be ''off-the-shelf'' or ready for production
within one year after the flight test. 3. Provided engine shall have a
minimum run time capability of 5 hours when provided to the Government
and be capable of 25 hours when in a production configuration. 4. The
engine provided shall meet the interface requirements of the MQM-107
engine interface specification. 5. An engine cycle deck providing
engine speed, thrust, specific fuel consumption, Mach number,
temperature, altitude and throttle position as a minimum must be
provided at least 90 days prior to the actual flight test. BAILMENT
AGREEMENT REQUIREMENTS: 1. The sources provididing the engine shall
allow Government officials to witness a static test run of the engine
(uninstalled) at the source's own facility, or a facility selected by
the source. 2. The Government will provide the MQM-107 target aircraft,
test range, and flight operators for the flight tests. 3. Sources shall
provide personnel, and any engine-peculiar equipment necessary, to
install/remove the engine in/from the MQM-107, and to support the
flight test operations as required. 4. Sources shall provide all engine
specific fairings, nacelles, cowlings, etc. required to cover the
engine and maintain the aerodynamic interface between the MQM 107D and
the engine. 5. Sources will be granted access to all performance data
collected on the source's engine by the Government during flight
tests. 6. Title to the engine remains with the source. No monetary
compensation will be made to a source providing an engine for the use
of that engine in MQM-107 flight tests. 7. The Government will not be
responsibile for any damage to or loss of the engine provided. 8. The
source providing the engine will not be responsible for damage to or
loss of the MQM-107 air vehicle used in the flight tests. 9.
Transportation of the engine to and from the test site must be provided
