46 -- FIELD SANITATION TRAILER WITH DUMPING DEVICE, FOR THE UTAH ARMY NATIONAL GUARD, DRAPER, UTAH Sol RFP-95-01 Due 081595 POC Contract Specialist, Diane N. Johnson (801) 595-2312 Presolicitation Notice: The Utah Army National Guard intends to negotiate on a sole source basis with Earth Environmental Services, 3435 South Main Street, Suite D, Salt Lake City, Utah 84115, under the authority of 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1 for 26 each Field Santation Trailers/Dumpsters. The field santation units will be used for field exercises and training to avoid the environmental impact caused by waste dumping. The toilets will be affixed to the trailer and recharged similar to that of a recreation vehicle allowing the system to become extremely mobile. The unit will need to service approximately 50 individuals for a two-day period. Solid refuse will also need to be stored for similar periods of time in sealed containers for disposal at a later date. In addition, trailers must meet the Federal Motor Carrier Safety Regulations as set forth in Section 393.75. It is the Government's belief that these requirements can be met only by Earth Environmental Services. All responses must be written and received within 15 calendar days from the published date of this notice. No solicitation document exists. Oral communication is not acceptable and will not be honored. Any firm believing it has the ability to meet the Government's requirements is invited to respond to this notice furnishing clear and convincing documentation demonstrating their ability to meet, at a minimum, all the stated performance and capabilities including pricing to the address listed in this synopsis. A determination by the Government to open the requirement to competition is based upon responses to this notice is solely within the discretion of the Government.
