Jack Robertson, Contracting Officer. This is a synopsis by the
Department of Army for system engineering and test integration support
for the development of an Airborne Packet Switching capability. The
Army has contracted with ITT, Aerospace/ Communications Division for
the SINCGARS System Improvement Program. The objective of that program
is to develop an improved RT-1478/ARC-201 radio capable of satisfying
the following requirements packet data switching capability, provide
position reporting capability, an automated interface into the Area
Common User System, and implement improved forward error correction
modes for data operation. The ground based system incorporates an
Internet Controller in the Vehicular Adapter Assembly. The INC is a
communications processor which interfaces to user data terminals,
routes packet swithed data through the SINCGARS network, and provides
automated entry into the Area Common User System. To accommodate these
capabilities in airborne platforms, equivalent functionality will be
incorporated into the existing communications processor onboard Army
aircraft - the Improved Data Modem. ITT will provide system engineering
support, software development documentation and source code to assist
the IDM developer during the development of the IDM software. Upon
completion of the development effort, ITT will intergrate the Improved
Data Modem into the SINCGARS packet network testbed located at the ITT
facility in Clifton. Interoperability Testing will be conducted between
the ground and airborne packet systems. The government does not possess
software configuration control for the Internet Controller. No
technical data packages will be available until the system development
is complete. Based on the above, this award will be awarded on a
sole-source basis to ITT Corporation, Aerospace/Communications
Division, Fort Wayne, IN. No other sources will be considered except
