58 -- DATA TRANSFER SYSTEM (DTS) SOL DAAB07- DUE 080395 POC Major Eric Hanson, (908)532-1735, AMSEL-ACCA-B-AK. This is a market survey to locate or alternate sources for Data Transfer Systems. The Government has a limited number of Data Transfer Systems (DTS) available for reverse engineering. The DTSs to be reversed engineered are the Rockwell-Collins Cartridge NSN: 5895-01-339-5215 Part # MU-1004 A/A and Receptacle MU-1005/A, NSN: 5895-01-338-7064; Smith Module Partt # 3245A13 and Receptacle # 3263A. The only data the Government has and will provide is the pin-out information. The acquisition strategy at this time is to provide DTSs to companies that the Government believes have a proven ability to reverse engineer, will produce a DTS for Government testing along with their proposal and provide overhaul and repair services for five years on a Indefinite Delivery, Indefinite Quanity (IDIQ) contract. We estimate the minimum buy over the life of the contract to be 200 with a maximum of 1500 for each type of cartridge and receptacle. THESE ARE ESTIMATES ONLY. The Government's preference is to have one contract for both DTSs buy may entertain separate contracts. Of paramount importance to the Government is that cartridges and receptacles be interchangeable for each part number and operate transparently to the user. Cartridges and recptacles must, as a minimum, be form, fit and functionally compatible by part number. Specifically, the proposed cartridge must interface with the existing receptacle and the proposed receptable must be able to interface with the existing cartridge. Performance enhancements may or may not be important. We are researching the requirement as to whether companies may or may not be required to certify as to the flight worthiness of their proposed substitute. The Rockwell DTS operates on the Kiowa Warrior and Apache and the Smith DTS operate on the Blackhawk and Chinook. Government bench testing will be designed to prove that the DTSs are interchangeable. Firms that fail to submit DTSs with their proposal or have DTSs fail Government testing will not be considered for award. The Government will decide shortly on whether to award on a Best Value basis or on a Lowest Price - Technically Acceptable basis. The Government intention is to allow 90 days to reverse engineer, build and submit DTSs (both for Rockwell and Smith) and submit a proposal.
