Compton, 202/208-2591. The purpose of the LRMP is to reautomate
existing land title and records data, systems, and business processes
and functions into a distributed processing environment. Initially,
this will be done through the development and completion of the Land
Records Information System-II (LRIS-2). The LRMP will also automate and
integrate manual functions such as chain-of-title and ownership
processing, document image management and retrieval, and title status
mapping in the Land Records History and Imaging System (LHIS) component
of the LRMP. The development of LRMP systems in the distributed
processing environment will allow other bureau programs, offices and
data systems to share and access land data, land record or title
document and ownership data maintained by the Land Title and Records
program (LTR) and the Land Records Improvement (LRI) program. The heart
of the Land Title Mapping System is the GIS software Arc/Info from
Environmental Systems Research Incorporated (ESRI). Arc/Info provides
storage and retrieval of spatial information and creation of custom
applications for accessing the spatial information. The LTMS
application is written in the Arc Macro Language (AML). AML is a
machine independent interpretive language requiring Arc/Info for
development and runtime. All LTMS data entry and LTMS database creation
occurs inside of Arc/Info. The number and type of Arc/Info licenses
required for database development and central site storage at the
Geographic Data Service Center, and running the LTMS application at the
two pilot sites: three each - 6 User Node-Locked Arc/Info Licenses, 1
each for the GDSC, Aberdeen LTRO, and Billings LTRO. Three each -
Arc/Info Installation and Media Kits, 1 each for the GDSC, Aberdeen
LTRO, and Billings LTRO. These licenses are for the LTMS Unix servers.
The GDSC has Arc/Info licenses available for the data entry
requirement. General requirements for Unix servers compatible with
Arc/Info GIS software is described as three base systems, two disk
storage units for the LTRO servers, one disk storage unit for the
central repository server. The general requirements for data entry Unix
workstations compatible with Arc/Info is five Unix workstations. The
Unix System Administration Software should address the following
characteristics: Standard, Security, Workload Management/Scheduling,
Land Title Mapping System - Pilot Sites Deployment, Backup and Archive
Management, Problem Management, Console Operations, Performance
Monitoring, Other Miscellaneous Requirements. Accessories needed are
four modems, seven Uninterruptable Power Supplies (UPS), three ASCII
terminals, and three Switch Boxes. Six PC workstations along with an X
windows emulator are also required. Three Small format color inkjet
printers are required, one at each LTMS site along with three Large
format color inkjet plotters, one at each LTMS site. Three 10baseT
Ethernet hub/repeaters, one network serial port terminal/printer
server, one data entry digitizing tablet, along with color inkjet
printer supplies will be needed. The contract to be awarded for the
above requirements will be set-aside for award under the authority of
25 U.S.C. 47, Buy Indian Act. The Government reserves the option to
award on an ``all or none'' basis or a multiple award. A detailed list
of all products and quantities needed will be included in the
