PRESOLICITATION NOTICE - The Air Force Flight Test Center intends to solicit proposals for the design and construction of Military Family Housing (MFH) units at Edwards AFB, California. The housing units are two, three, four and five bedroom units and are comprised of both duplex building types and single unit types. The project is divided into three (3) phases: Phase I (FY95) is the demolition and replacement of 34 housing units, Phase II (FY96) is the demolition and replacement of 67 housing units, and Phase III (FY97), as an option, is the demolition and replacement of up to 60 housing units. The scope of work includes, but is not limited to, the following: bringing concept design to full 100%, site preparation, roads, utilities, housing construction, site improvements, landscaping, demolition of existing structures, and asbestos/lead-based paint abatement. The design and construction portion will result in a complete and ready-for-occupancy family housing area. Proposals will be solicited on a firm-fixed price basis. A bid bond in the amount of 20% of the proposed price, or $3 million, whichever is less will be required. Performance and payment bonds will also be required. The total project performance is expected to be approximately 960 calendar days. The solicitation will be issued on or about 22 Aug 95 with a 30 day proposal period. Funding for this effort is contingent upon Congressional authorization and appropriation. The magnitude of this project is more than $10,000,000. This acquisition is an unrestricted full and open competition. There is a $200.00 non-refundable charge for each solicitation package.
