Architect-Engineer Services: Facilities to be designed will be located
at Allen C. Thompson Field Air National Guard Base, Jackson,
Mississippi. Scope of Project to be designed: Construct a 16,000 square
foot addition to existing 4800 square foot communication facility
(building 103), alter existing communication facility, alter 4400
square feet of existing space in hangar (building 102) after personnel
move into new facility, parking area for government vehicles and
employee vehicles, access roadways, and construction/relocate gas,
water storm and sanitary sewers, and electrical utilities as necessary
to make the facility complete and usable. Facility will consist of
offices, storage space, various types of shops, classroom, toilet
facilities, and physical fitness area. Design of facility should be
compatible with other nearby buildings which are primarily of masonry
construction. Criteria and definitive guidance for design will be
provided by a project book to be provided the Architect-Engineer by the
Contracting Officer. All design work will be further governed by Air
Force Manual 88-15 and other 88 series Air Force Manuals as modified by
the Air National Guard. Copies of all applicable manuals will be
provided the Architect-Engineer by the Contracting Officer. The
contract to be negotiated will be a Firm Fixed Price Architect-Engineer
Contract which will require the following services: (i) Type A
(Investigative Services) - Accomplish field surveys and investigations
which may include soil investigations, topographic surveys; analysis
or existing facility and utilities; a study of various mechanical,
electrical, and structural systems as a basis for recommended
functional and safety designs; perform Environmental Assessments as may
be required to make proper site selection and to determine basis of
design; and perform other investigations as necessary to make a
complete design. Prepare a conceptual design submittal, including
preliminary site plans, typical cross sections and narrative
description of proposed structural design, mechanical and electrical
systems, and economic or other justification for selected systems.
Prepare a cost estimate of the major elements of the project and
confirm if the project can be accomplished within budget. (ii) Type B,
Phase I (65% Design) - Prepare detailed Architectural/ Engineering
design calculations, site plan, and utility plan. Prepare outline
specifications. Furnish drawings in sixty (65) percent detail. Prepare
a detailed cost estimate. (iii) Type B, Phase II (95% design) and
Phase III (100% design) - Prepare and furnish final design, detailed
working drawings and specifications, final design analysis, prepare a
final cost estimate, and obtain any required construction/environmental
permits. (iv) Type C Services - Inspection of construction, review of
shop drawings and material submittals, and preparation of asbuilt
drawings. Disciplines required to accomplish the proposed work are as
follows: Architect (related experience); Civil Engineer (related
experience); Mechanical Engineer (related experience); Electrical
Engineer (related experience); and Structural Engineer (related
experience). The Government reserves the right to have Type C Services
as an option to be negotiated later. Significant evaluation factors
and relative importance in the selection process are as follows: 1.
Professional Qualifications. 2. Specialized experience and technical
competence. 3. Capacity to accomplish the work in required time. 4.
Past Performance. 5. Location of firm and key personnel in general
geographical area of the project. 6. Volume of work previously awarded
by Department of Defense in the past twelve (12) months based on fees
received with the object of effecting an equitable distribution of DOD
Architect-Engineer contracts among qualified firms including minority
owned firms and firms that have not had prior DOD contracts. The
maximum construction cost of this project is between $1,000,000 and
$5,000,000. Firms desiring to be considered for this project should
submit their Standard Forms 254 and 255 to Major Wayne M. Bryant, 172nd
Airlift Group, Base Civil Engineer, 141 Military Drive, Jackson,
Mississippi 39208-8880, to be received no later than 30 days after the
date of this notice. When submitting SF 254 and 255, include the
number and dollar value of Architect-Engineer contracts awarded by DOD
agencies during the previous 12 months. Also, include copies of any
government A-E evaluation forms showing performance on past work if
