of soliciting the second Phase of the ISTF Advanced Technology
Demonstration (ATD ), the Phillips Laboratory Space Experiments
Directorate (PL/SX) ISTF program office is establishing a read file.
The objective of ISTF is to respond to stated Air Force Space Command
(AFSPC) needs and deficiencies. These needs and deficiencies are
documented in the AFSPC Mission Area Plans (MAP). ISTF has completed
Phase I, Concept Definition. Phase I established an Integrated Product
Team (IPT) which consisted of Phillips Laboratory, Space Warfare
Center, Air Force Space Command and the two Concept Definition
contractors. The IPT proposed six space demonstrations (three by each
contractor ) to address deficiencies in the MAPs. The ISTF program
office, AFSPC and the Space Warfare Center have reviewed the missions
proposed by each contractor. In light of these studies tactical
surveillance technology has been identified as the area to pursue. In
addition, the ISTF program is looking at an acquisition strategy which
will drive commercial application of the technology as part of its
military use. Information will be provided at the Phillips Laboratory
Briefing for Industry on 8-9 Aug 95. The documents generated by the IPT
will be provided to potential offerors on Phase II in the form of a
read file. The preliminary Phase II read file will be available in Bldg
592 on Kirtland AFB to all potential offerors who are QCAL registered
and possess a SECRET security clearance on 7 Aug 95 and will remain
open for at least 60 days, M-F from 0700-1100hrs and from 1230-1630hrs.
The read file index and contract award schedule will be updated on EBB
as new information is incorporated in the read file. Visit request,

Appointments must be made 48 hours in advance. There is a limit of 4
hours per day to view the material, the unclassified material may be
removed from the area for reproduction during that time. Arrangements
for viewing classified material must be made when you make your
appointment. Copying or handwritten notes of classified materials is
prohibited. However, you can obtain a soft copy of both the classified
and unclassified Mission Area Plans by contacting AFSPC/XPX MSgt Lamb
at (719) 554-9141 fax # (719) 554-5119. MSgt Lamb will need thirteen
3.5 disks and a letter containing your CAGE code number to verify
facility security clearance and if that CAGE code is authorized
Intelligence. Foreign firms are advised they will not be allowed to
participate as a prime contractor on Phase II or view Mission Area
Plans. In addition, only those companies who are on the Qualified
Contractors Access List (QCAL) may receive such information. Request
certification and registration from the Defense Logistics Service
Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI
49016-3412 (1-800-352-3572) as soon as possible. You must present a
copy of your QCAL certificate prior to viewing the read file. Technical
