The U.S. Postal Service Engineering Center, Merrifield, VA, is intending to award a Master Agreement/Task Order contract for engineering services in the area of Methods Improvement and Time Measurement Studies. The program will study work methods associated with existing processes, procedures and equipment. It will also cover method improvements and development of time data relative to both existing and planned future processes, procedures and equipment. These studies will be conducted in various functional areas including clerical and delivery operations of the Postal Service at a variety of sites. The sites which may be surveyed are geographically dispersed within the continental US (48 contiguous states). The studies will require data gathering skills, knowledge of method improvement techniques and experience in establishing standard time data in a variety of postal functional areas including both manual and automated operations. Required qualifications include: (1) experience in conducting methods improvement and time studies including the use of standard work element techniques such as MTM; (2) ability to collect the necessary data to perform such study; (3) ability to develop methodology to best perform the operation; (4) ability to develop and document standard data; (5) ability to format and code data into a computer data base. Current knowledge of USPS mail processing, retail and delivery operations, and/or previous, related contracting experience with the USPS is desirable, but not required.
