These capabilities were certified by the Procurement Executive to the Administrator of the Office of Federal Procurement Policy in accordance with Public Law 103-355, the Federal Acquisition Streamlining Act of 1994. This also announces that, effective August 30, 1995, all responses to FACNET solicitations issued by the Patent and Trademark Office, Office of Procurement, are required to be submitted through FACNET unless otherwise authorized.
