PRC, Inc. in execution of is Prime Contract No. 50-SAPT-4-00319 with the Department of Commerce, United States Patent and Trademark Office (USPTO) hereby issues a sources sought with the intent to procure Z39.50 based client software for an initial quantity of 50 users with options for up to 2400 additional users. The client software must be a commercially available, Microsoft Windows based, and have a well defined Applications Program Interface (API) with a Graphical User Interface (GUI) that is easily modified using a COTs application development environment. The client software must negotiate as a Z39.50 version 3 protocol client and must be interoperable with the Messenger Standard Interface (a licensed product from Chemical Abstracts Service (CAS)). The client software should also support the Z39.50 Present segmentation capability, Scientific and Technical Attribute Set (STAS) for searching, Scientific and Technical Element Set Names (STETSEN) for display, data transmission in GRS-1 record format, asynchronous/concurrent operations, simultaneous search of multiple databases, Explain service, and retrieval and display of Tag Image File Format (TIFF) image files. The client should have built-in or be provided with a software toolbox that will allow modification of and addition to the API and incorporation of other communication stacks such as SQL, HTTP, etc. Source code for the GUI and appropriate documentation must also be provided. The minimum required hardware configuration for execution of the client software must be an 80386 33MHz processor with 16 MB of RAM. Vendors are requested to submit all cost information, documentation, and brochures relating to this software. One copy is required of all submitted material.
