Specialist, (804) 878-4818. 17. The Aviation Applied Technology
Directorate (ATCOM) intends to negotiate this program under an other
than full and open competitive basis with Bell Helicopter Textron Inc.,
Fort Worth, Texas. The objective of this program is to conduct an NBC
analysis of contamination build-up, contamination detection/avoidance,
and their effects on the aircrew task performance in the OH-58D
helicopter. The results of the analysis will be used to make
recommendations for the aircrew performance-based NBC requirements for
the Air Warrior program. The anticipated period of performance is four
(4) months. This solicitation contains technical data the export of
which is restricted by the Arms Export Contract Act (Title 22, U.S.C.,
Sec 2751 et seq) or Executive Order 12470. Requests for this
solicitation must include a certified copy of the requester's DD Form
2345, Militarily Critical Technical Data Agreement (MCTDA), with the
Defense Logistics Service Center (DLSC). Performance under this effort
will require access to and/or generation of classified information up
to the Secret level. Pursuant to FAR 6.302-1, as manufacturer of the
OH-58D helicopter, BHTI has been determined the only source for the
proposed acquisition based on their being the only company that
possesses the detailed aircraft design knowledge required to determine
the NBC contamination infiltration rates and to integrate the NBC
detection technology into the OH-58D helicopter. See Numbered Note(s):
