received an unsolicited proposal for the installation and maintenance
of energy conservation measures for Kirtland Air Force Base, New
Mexico. Energy Savings Performance Contracts (ESPC) prequalified
contractors are invited to submit competing proposals for the
installation and maintenance of energy conservation measures at
Kirtland Air Force Base, New Mexico. Contractors can be pequalified
pursuant to the procedures established by the Department of Army by
completing and submitting a qualifications questionnaire to: Commander,
USA Engineering Division, Huntsville, Attn: CEHND-CT-A, P.O. Box 1600,
Huntsville, AL 35807-1124. Solcitation packages will be mailed to all
prequalified energy savings performance contractors who request a
copy. After receiving the solicitation package, prequalified
contractors desiring a walk-through audit before submitting their
proposals may contact 2Lt Glenn Korban, 377 CES/CEOEE, Kirtland Air
Force Base, NM 505/846-2778. Proposals shall, at a minimum, contain the
information specified in FAR 15-505(a)-(c). As the agency intends
awarding an energy savings performance contract, proposals shall
contain a schedule with guaranteed energy savings per year for the
contract duration. Kirtland Air Force Base may enter into discussions
with all prequalified offerors who submit proposals that are deemed to
have a reasonable chance for award, however, the Government reserves
the right to award without discussions. Proposals shall be submitted to
Phillips Laboratory/PKOV, Operational Contracting Division, 2000
Wyoming SE, Kirtland AFB, NM 87117-5606, no later than close of
business thirty (30) calendar days after the date of the solicitation
package. An Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is to receive and communicate
serious concerns from potential offerors when an offeror prefers not to
use established channels to address concerns during the proposal
development phase of the acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before contacting the Ombudsman. For serious concerns only,
potential offerors are invited to contact the primary Phillips
