N00140-95-Q-4012 2. 17. THE FISC Norfolk Detachment Philadelphia intends to acquire Contractor Engineering and Technical Services (CETS) for the Naval Aviation Engineering Service Unit (NAESU). This proposed procurement is for these CETS to be performed on an ''on call'' basis for an approximate two month period ranging from 1 October 1995 through 31 October 1996. The field services to be furnsihed are in support of the AN/APM-424 Transponder Test Set. This system was designed, developed, and manufactured by the OEM, Teledyne Systems. This effort will be covered by a modification to the existing contract. The above specified period of performance represents the Governments minimum need for this period. The eventual contract action is for services that the Government intends to solicit and negotiate with Teledyne Systems under the authority of FAR 6.302-1. Teledyne is the OEM and the only known source with the required technical and engineering expertise to perform the required services. Interested parties who contend that they are technically qualified should submit, within 45 days from publication of this notice, specific factual data; including but not limited to technical resumes, management experience, and other pertinent information as desired to beu used as an evaluation basis to determine competence to successfully perform the required services. All technical proposals received within this timeframe will be considered by the Government. The Government reserves the right not to open this requirement for competition based upon technical notices received as a result of this notice. Technical responses received as a result of this notice will normally be considered solely for the purpose of whether to conduct a competitive procurement. The Government will not pay for any information received.
