The Federal Prison Camp, Maxwell Air Force Base, Montgomery AL proposes to make a single award, on a firm-fixed-price, requirements basis, for the provision of on-site drug abuse counselor. Session length for provision of services is two (2) hours and it is anticipated that four (4) sessions per week will be utilized, if available funding permits. The initial contract period is from date of award through September 30, 1996, with four successive 12-month option renewal periods, running from October 1 through September 30 of the respective years. Successful contractor must provide verifiable evidence of a Master's Degree or higher in Clinical Psychology or a similar psychological therapy concentration. A minimum of one (1) year experience (at the Master's Degree level or higher) in the delivery of crisis intervention, brief counseling, assessment and staff consultation and teaching is required. Contractual duties will include conducting individual and group drug counseling, assessing drug abuse and mental health histories, and writing relevant reports. For more specific information detailing the responsibilities of this contractual position, refer to Section C of the solicitation package. There is some flexibility as to days and hours on which performance is required; however, the preferred schedule is from 6 pm to 8 pm Monday through Thursday, exclusive of Federal Holidays. Detailed security investigative procedures will be required as outlined in Section H of the solicitation package and will include, but not be limited to, a urinalysis, fingerprinting, NCIC check, and five-year verification of employers.
