Center (AFMC) is conducting a joint program with the Navy and the
Federal Aviation Administration (FAA) for the site survey, site design,
site preparation, production, installation and logistics support of up
to 213 non-developmental-item (NDI) Digital Airport Surveillance
Radars (DASR) at specified Department of Defense (DoD) and FAA
locations. The DASR is one of three elements in the DoD/FAA Program to
modernize Air Traffic Control (ATC) equipment at terminal radar
approach control facilities. First fielded twenty-five years ago, these
systems are becoming increasingly difficult to support, and do not meet
validated user requirements for a digital system with improved
performance, reliability, and safety over the existing systems. The
DASR will replace the DoD's GPN-12/20/27 radars, and the FAA's ASR-7s
and ASR-8s. The NDI DASR system consists of an integrated NDI primary
surveillance radar and an integrated NDI monopulse secondary
surveillance radar. Prior to fielding at operational sites, the DASR
system will undergo developmental and operational test and evaluation
at specified field locations to demonstrate operational performance, to
verify compatibility with external interfaces, and to determine air
traffic control mission suitability and effectiveness. The operational
requirement for the DASR is to provide terminal surveillance of
aircraft in support of DoD and FAA ATC operational needs at current and
planned low to medium density ATC facilities. The DASR will provide
accurate aircraft position and weather information within the terminal
ATC environment (to 60 nautical miles from the airport). The system
shall provide detection of air carrier, military, air taxi, and general
aviation aircraft in ground, weather, and anomalous propagation
clutter. Output data (surveillance and weather) will be transmitted to
the ATC terminal approach control facility for display on controllers
scopes. It shall also minimize blind speeds, reduce interference from
other sources, and provide six-level weather detection. The system
shall be unattended with an inherent system availability of 0.998 or
better. The DASR Contractor will provide two (2) ''turnkey''
Qualification Test Assets 12-18 months after contract award, to support
the DoD and FAA planned joint test program. After completion of
Operational Testing, the DASR Contractor will provide ''turnkey'' DASR
installations at Air Force, Navy (if the Navy exercises the turnkey
option), and FAA sites. Interested parties shall submit their requests
