''A Request for Offer No. RFO3-033199 will be issued on a sole source
basis to Cordin Optical Research Equipment Co. of Salt Lake City, UT
for the purchase of one (1) ''Ultra-Fast Full-Frame Image Digitizer''.
The NASA Lewis Research Center's minimum requirements are as follows:
(1) a minimum framing rate of 50,000 full frames digitized per second
for at least 6 frames for front light illumination, (2) each frame
must have at least 750 x 570 pixels, (3) an 8-bit or better
digitization (256 gray levels), (4) digital storage for at least 6
frames, (5) RS-170 output, (6) multiple cameras and frame grabbers, (7)
fully independent programmable frame start for each image from 20
seconds to 1.5 seconds after start sequence trigger in 5 (maximum)
microsecond steps, (8) fully independent programmable exposure time for
each image from 1 microsecond to 20 milliseconds, (9) programmable
settings including gain, offset, exposure time, and exposure delay,
(10) complete system cables, power supplies, manuals, and software, and
(11) no image intensification.'' Delivery schedule is 90 calendar days

Justification to permit contracting with Cordin Optical Research
Equipment has been prepared using citation 10 USC 2304(c)(1) as its
authority. This procurement is a 100 percent small business set-aside.
This procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy on April
16, 1993. All interested parties may submit information for evaluation
of their capabilities to the above named individual prior to the
