PEO-IEW, PM FIREFINDER, and the U.S. Army Communications-Electronics
Command are surveying for interested sources to produce modification
kits for the FIREFINDER AN/TPQ-36(V), FIREFINDER Weapon Locating Radar
is a mobile, phased-array radar system which is deployable in forward
combat zones with artillery battalions to automatically locate the
origin of mortars, rockets, and other indirect fire weapons. The system
uses a combination of radar techniques and computer controlled
processing to detect, verify, and track projectiles in flight,
ultimately determining the projectile's trajectory, projected impact
point, and the enemy weapon location. The AN/TPQ-36(V) 8 Electronics
Upgrade modification program, improve the Operations Control Group
(OCG) through installation of state-of-the-art electronics to include
Common Hardware/Software (CHS) Lightweight Computer Unit Version 2 (LCU
V2) equipment in the Lightweight Multipurpose Shelter (LMS). Major
subsystems of the new OCG include an Operator Control Station (OCS), a
Control/Display Termainal and a new radar processor based upon an open
architecture and non proprietary design. The new radar processor
performs all systems processing functions not assigned to the OCS. The
Government does not possess specifications or drawings which descibe
the modification kit. The contract will be based on a system level
performance specification. In addition, available drawings and software
documentation will be provided for information only. The Government
plans to award a Firm-Fixed-Price production contract to procure a
quantity of 12 modification kits in FY96, with two separate options in
FY97 for quantities of 14 and 22 each modification kits. First Article
Test is required, and delivery of the first system is 15 months after
contract award. A production rate of 3 per month will be required if
both options are exercised in FY97. The contract will also include a
requirement to upgrade the Operator, Unit and Intermediate Maintenance
Trainers for the new (V) 8 configuration. Interested sources must
possess experience as a system integrator of radar systems with
specific experience in (1) phased-array tracking radars and the design
of their required signal processors and radar interfaces, (2) the
generation and integration fo the software with the required hardware,
(3) the integration of Government Furnished Equipment and Contractor
Furnished Equipment, and (4) the engineering desciplines necessary to
develop the described integrated product. Interested sources in this
effort who have sufficient technical, production, and major program
managerial experience in this area, are invited to respond, indicating
in detail their technical, production, and managerial work experience.
