Dupre, Contracting Officer, at (505) 678-5134 This notice is a modification to previous CBD announcement dated 21 July 1995. The requirement for the GOES-8, Desktop Imaging System for White Sands Missile Range will be obtained on full and open competition. The requirements are a Personal Computer (PC) based, weather satellite receiving and processing work station that is able to ingest, display and process GOES-Variable (GVAR) data from the GOES-8 National Oceanographic and Atmospheric Administration (NOAA) weather satellite and subsequent GOES satellites of similar design. The equipment will be an integral part of the Atmospheric Sciences Division's (ASD's) Mobile Atmospheric Test Support System (MATSS). The MATTSS will support all missions which require upper air wind and temperature measurements. The Imaging Systems shall be installed in mobile MATSS trailers along with existing government equipment. All PCs within the trailers must have compatible operating systems and be able to interchange hardware as well as software applications, therefore, must be multi-tasking, fully automatic and have either a windows or OS/2 operating system to be compatible with the existing ASD equipment. An Antenna Dish is required that is 12 feet in diameter and able to be mounted on the roof of the MATSS trailers, while in service, disassembled and stored in an 8 foot by 7 foot compartment during transportation. The work station hardware will have as a minimum the following: a Pentium Based Processor, (90Mhz), 64 bit data path, Windows or IBM OS/2 Operating System (True Multi Tasking), 32 Meg Ram Expandable to 128 Mb, SCSI 32 Bit Adaptec Controller, 10 Mbyte transfer rate, IDE Controller, 32 bit for Drive C, Phase Demodulator Card, Frame Sync Formatter Card, DC Block, Feed/Downconverter Power Supply, Viewsonic V21PS Monitor or equal, 28 dot pitch, non-interlaced, XGA Video Card, displaying 1280 x 1024 resolution 64 bit data path, 1.44 Meg Floppy Drive, 345 Mbyte Drive C (program), 10 Gbyte Drive D (data), 101 Key enhanced keyboard, Serial Mouse, 2 button, Integrated Feed/Downconverter, (.8db noise figure. The Imaging System must contain all necessary software to ingest, display, process and print GVAR data from the GOES-8 NOAA weather satellite and subsequent GOES satellites of similar design. It must operate in a true multi-tasking environment and include free software upgrades for a period of at least one year from date of system purchase. The software must be capable of ingesting, viewing, enhancing, printing, scheduling and aiding in interpretation of image datasets received from remote sensing platforms. It must be able to handle bit error rates as high as 1 in 100,000 with minimal loss of signal and no loss of data confidence. The system must have, as a minimum, the following post processing capabilities for the interpretation of GOES-8 data: Ingest all data including channels 2,3,4,5, Visible, Auxiliary and Documentation, multiple image looping at multiple speeds simultaneously, scheduling for totally unattended operation with automatic file delete, capability to zoom to a specific area, grid markings for latitude and longitude composition, mouse driven cursor marking for distance measurement, ability to loop multiple sectors of multiple channels simultaneously while ingesting and ability to draw full map overlays over the image. All components and software must be warranted for a period of at least one year from date of purchase. Warranty includes free parts and labor, with repairs performed at site determined by manufacturer. Installation and training on the Desktop Imaging System will also be required. All responsible sources may submit a proposal, which shall be considered. (0228)
