Solicitation No. DTFH61-96-R-00004. Comments may be faxed to the

1995 or E-Mailed (much preferred) to SFAHY@INTERGATE.DOT.GOV. An
electronic copy of this draft solicitation may be found on the FHWA
Electronic Bulletin Board System (FEBBS) under the Contracts and
Procurement section in the Conferences Area. Attachment #1 provides
instructions on how to access the FEBBS. If you are unable to access
the FEBBS you may pick-up the draft solicitation from Ms. Fahy in the
Office of Acquisition Management, at the address listed above, Room
4410. Additionally, you may fax us a request (same # as above). Please
provide your overnight account number, full mailing address and refer
to the draft solicitation no.on the request and the draft solicitation
will be sent to you. We anticipate issuing the formal solicitation the
week of September 18, 1995 and proposals will be due 30 days from the
issue date. Provide technical support to technical standards
committees to facilitate the development of non-proprietary, industry
based consensus ITS standards. Tasks may include research projects,
requirements analyses, technology assessment activities, testing of
developed protocols and standards, producing draft standards,
information facilitation for committees, coordinating involvement of
key public sector participants, outreach activities, etc. It is
expected that multiple awards will result from this solicitation and
that these awards will take place about January 1996. Due to the
diverse nature of the effort, teaming of potential offerors may be
beneficial, although not necessary. Specific activities to be conducted
under this effort will be through task orders issued by FHWA, based
largely on results from the ITS National Architecture Program as well
as input from the ITS community (e.g., ITS America). Relative cost will
be considered in the ultimate award decision. Cost/price proposals will
be analyzed to assess realism and probable cost to the Government. The
proposed costs may be adjusted, for the purpose of evaluation, based
upon the results of the cost realism assessment. Contractors and their
subcontractors must be free from organizational conflict of interest
with respect to product development and development of standards. All
responsible sources may submit a proposal which shall be considered by
FHWA.To expedite a request for RFP, please furnish two self-addressed
gummed labels for each solicitation requested. The solicitation number
should appear on the bottom edge of the labels.The formal solicitation
no. is the same as the draft solicitation. The requestor's DUNS number
