(Investigative), ``B'' (Design), and ``C'' (Inspection) Services for
Project JKSE95023, Indefinite Quantity Architect-Engineer Contract for
Mechanical/Electrical Design Services'', Montana Air National Guard,
International Airport, 2800 Airport Avenue B, Great Falls, Montana, and
USPFO for Montana, Bldg. P517 Mt. Majo Street, Fort Harrison, Helena,
Montana. The work is to provide complete design services for various
mechanical and electrical Real Property Maintenance (RPM) projects. It
is the government's intent to place orders for the preparation of
projects books/statements of work for separate projects. The successful
architect-engineer firm will be ineligible to compete for the
construction contracts for which they have developed the project books
and/or statements of work. The contract shall have one basic contract
year with one 1-year option period. The significant evaluation
criteria in order of precedence are: (1) Professional qualifications
necessary for satisfactory performance of required services; (2)
specialized experience and technical competence in the type of work
required; (3) capacity to accomplish the work in the required time; (4)
past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules; (5) location in the general geographical area of
the project and knowledge of the locality of the project; provided,
that application of this criterion leaves an appropriate number of
qualified firms, given the nature and size of the project; (6) volume
of Department of Defense (DOD) work previously awarded the firm. The
estimated yearly cost range is $5,000.00 to $240,000.00. The contract
shall be firm fixed-price. Architect and Engineering firms which meet
the requirements described in this announcement are invited to submit,
and be received by, the Base Contracting Office, Montana Air National
Guard, 2800 Airport Avenue B, Great Falls, MT 59404-5570, both: (1) A
complete Standard Form 254, U.S. Government Architect-Engineer
Questionnaire, and (2) a Standard Form 255, Architect-Engineer
Questionnaire for this specific project no later than 20 September
1994, 1:30 p.m., Mountain Time Zone in order to be considered for
selection. No other general notification to firms under consideration
for this project is made, and no further action is required. If a
current Standard Form 254 has previously been submitted, a letter so
stating should be submitted within the above time frame to insure
consideration, however, a current Standard Form 255 is still required.
