The Naval Air Warfare Center Weapons Division (NAWWPNSDIV) Point Mugu, CA has a requirement for rotary and fixed-wing aircraft services. The contractor will be responsible for providing aircraft with pilot and crew to support various Naval Sea Range operations on the Pacific Sea Range. The contractor will required to retrieve free floating objects from the open sea and the aircraft must be capable of operating approximately three feet above the water when retrieving objects. Crew members must be capable of handling a retrieval pole/hook device from the step/platform for latching onto objects being recovered. Required aircraft consist of one helicopter capable of lifting 800 pounds equipped with hook for external cargo carriage; one helicopter capable of lifting 1800 pounds equipped with hook for external cargo carriage; one fixed-wing five passenger aircraft. Helicopters must be capable of a cruise speed of at least 80 knots while carrying external load. The fixed-wing aircraft must be capable of a cruise speed of 160 knots with a range up to 800 miles with a passenger/cargo payload of 1000 pounds. The Government contemplates a one year Firm Fixed Price contract commencing 1 January 1996, with four one-year option periods. Estimated usage per year is 300 flight hours for the 800 pound capacity helicopter, 25 flight hours for the 1800 pound capacity helicopter and 50 flight hours for the fixed-wing aircraft.
