information is provided to do a Market Survey of Industry to determine
potential contractors, in addition to Cincinnati Electronics, who have
the skills, experience and knowledge required to successfully provide
this item. Command receiver decoders are required on all missile test
flights. These units are an integral part of the destruct system and
will destroy the missile should it deviate from the preassigned flight
path. These units have special qualification requirements because of
their safety critical mission. Sources must be pre-qualified to supply
this item. Any source desiring to pre-qualify must perform
qualification testing through Vandenberg AFB Range Safety. Any new
manufacturer of airborne flight safety equipment must perform a full
qualification test on every component. To qualify the command receiver
must meet the following Quality Assurance Provision requirements: (1)
meet the acceptance requirement of paragraph 4 of Boeing drawing
number 10-22493, para 4.1.1, 4.3 and 4.4.1 to include receiver carrier
frequency of +10 kHz, carrier deviation maximum of +30 kHz per tone.
(2) meet the performance electrical test of 10-22493, para 4.4.2 and
sub paragraphs to include critical areas which are destructive output
characteristics, EMI, reliability requirements, transient response and
receiver decoder noise immunity. (3) meet the non-operating and
operating environment test. Critical areas include
temperature-altitude, shock and vibration spectrum performance, chassis
sealing, acceleration and drop. (4) meet the requirements of para
4.2.3.1 by performing the tests in the following sequence: (a)
acceptance, (b) EMI, Non-operating (humidity may be last), (d)
Operating (shock and vibrato). Qualification through inspection and
testing must be performed on the component to ensure that all
specifications are met, interfaces are compatible with the next higher
assembly and the item functions with reliance. The contractor shall be
responsible for providing evidence of technical expertise and Minuteman
guidance system experience to demonstrate adequate capability exists to
manufacture these items. Qualification costs are the responsibility of
the contractor. The government does not intend to contract on the
basis of this request or otherwise pay for the information solicited.

Contracting Officer. It is suggested that small business firms or
others interested in subcontracting opportunities in connection with
the described effort make contact with the firm listed. All interested,
responsible, qualified offerors should submit two copies of a written
