LABORATORY OPERATION. Notice of Contract Action (NOCA). The Phillips
Laboratory anticipates solicitation of Infrared Radiation Effects
Laboratory Operation. The solicitation and resulting contract award
will be made in accordance with Research and Development Streamlined
Contracting Procedures (RDSCP) described in DFARS 235.70. The
solicitation will appear in a subsequent edition of the CBD and will
include a supplemental package. The solicitation will be published on
or about 15 Sep 95 with the date of receipt of proposals 45 calendar
days after date of publication. This effort will involve the operation
of an Infrared Focal Plane Array (IR FPA) characterization laboratory
at the Air Force Phillips Laboratory, Kirtland Air Force Base NM, to
provide independent verification of IR FPA performance. The major
activities of the laboratory will be the electrical and optical
characterization of IR FPAs, the performance of tests on IR detector
arrays and multiplexers to determine response to Gamma, Neutron,
Particle Radiation, the investigation of radiation effects in these
devices and beam control field experiments. The tasks will include test
planning, equipment setup, trouble shooting, performance of experiments
and testing, data reduction and analysis, and report writing. Most
laboratory space, test equipment, and supplies will be provided by the
Government. A contractual effort of approximately three to five
man-years per year for four to five years is contemplated. An
organizational conflict of interest clause is anticipated in any
resulting contract. The successful offeror will be required to perform
this work at Kirtland Air Force Base NM. The contractor may require
access to Militarily Critical Technology Data (MCTL) information which
is controlled under the Export Control Act (Title 22, U.S. Sec. 2751,
et seq.) or the Export Administration Act of 1979, as amended (Title
50, U.S.C. App. 2401, et seq.). Only contractors listed on the
Qualified Contractor's Access List may receive controlled data. Contact

registered and certified. Foreign firms are advised that they will not
be allowed to participate as the prime contractor. Qualifications in
the following areas will be required: (1) Experience: Prospective
sources must have relevant experience in the following areas: IR
detector theory, IR radiometry, measurement of IR detector parameters,
readout multiplexers operation, radiation effects on electronic
materials and devices, electronic test equipment setup and operation,
vacuum and cryogenic systems operation, and capability for testing and
evaluating hybrids. (2) Personnel: Personnel with education and
experience in solid state physics, semiconductor device design,
detector and multiplexer processing, infrared sensor systems, cryogenic
signal processing, operating a hybrid processing line, and radiation
effects and hardening are required to plan and conduct this research.
(3) Industrial Security Clearance: A Secret/RD Facility clearance will
be required. (4) Radiation Source: Capability to obtain U.S. Nuclear
Regulatory Commission (NRC) License authorizing use and transfer of
radiation source to perform total dose characterization of IR FPAs and
associated devices. All respondents desiring a copy of the
