A -- AEROSPACE RESEARCH AND TECHNOLOGY (ART) CONTRACT SOL 1-137-D.1165 DUE 111595 POC Bid Distribution Office,(804)864-2547. Aerospace Research and Technology (ART) services shall be performed at NASA Langley Research Center and contractor facilities. Services will be required in the following areas of research: aerodynamics, gas dynamics, fluid dynamics, acoustics, structures, materials, flight systems, and electronic hardware for information and electromagnetic systems. A cost-plus-award-fee task order contract is contemplated, with a total potential period of performance of 53 months. The period of performance will include a one-year base period, 3 one- year option periods, and a final five-month option period. Anticipated contract start date is May 1, 1996. The estimated level of effort including all options is 1,286,000 direct labor hours. The first year level of effort is anticipated to be 470,000 hours, the contract will then experience a steady decline to zero by the end of Fiscal Year 2000. No follow-on contract is planned. Work will be assigned via performance-based task orders. A Pre-Proposal Conference will be conducted at Langley Research Center - details will be included in the RFP. The procurement will be a full and open competition with an 8% small disadvantaged business subcontracting goal. The Standard Industrial Classification Code for this procurement is 8731 and the size standard is 1,500 employees. This procurement is a consolidation of parts of 15 existing contracts, the statements of work for those 15 contracts, along with all active tasks under the contracts, will be available in a bidders' library at Langley Research Center.
