ANALYSIS CONTRACT FOR NPOESS PROGRAM WITH AEROSPACE CORPORATION DUE
101595 POC Jay W. Moore, (301) 713-3478 The Government intends to award
a sole source contract, number 50-SPNA-6-00001, to the Aerospace
Corporation of El Segundo, CA. The NPOESS Program Integrated Program
Office (IPO) requires approximately 25 experts for 1 year for
independent aeronautical engineering design analyses on the Phase 0
conceptual designs recently acquired. The IPO requires the Aerospace
Corporation's unique competence and expertise, which it has gained
through developing designs and engineering concepts for both civil and
military meteorological satellite platforms. Its corporate and
business practices protect Government and industry's interests and
objectives by safeguarding proprietary and privileged information from
misuse. Only Aerospace's corporate resources and facilities will
advance Government objectives to promote competition, reduce costs of
acquiring and operating the converged satellite systems, and satisfy
the evolving operational needs for NPOESS. Unacceptable delays and
duplicative costs can be avoided only by acquiring this expertise at
this stage of the NPOESS acquisition. This validates the exception
under 41 U.S.C 253(c)(1). Other parties which desire consideration for
this requirement must fully identify their capabilities in writing to
the Contracting Officer within 45 days of the date of synopsis
publication. Final validation of this exception will preclude a
