circulated in accordance with Article 10.6. G/TBT/Notif. 95.244. 1.
Member to Agreement notifying: SWEDEN. If applicable, name of local
government involved (Articles 3.2 and 7.2). 2. Agency responsible:
Swedish Environmental Protection Agency. 3. Notified under Article
2.9.2. 4. Products covered (HS or CCCN where applicable, otherwise
national tariff heading. ICS numbers may be provided in addition, where
applicable): Newspaper and magazine paper, telephone books and
mail-order books, other similar kind of paper products. 5. Title and
number of pages of the notified document: The Swedish Environmental
Protection Agency's Regulation on Waste Paper. 6. Description of
content: The regulation covers the following areas: - Producer
responsibility in order to take care of the waste newspaper, etc. in an
environmentally sound manner. - Definitions of terms in line with the
Swedish legislation. The term material recycling does not cover energy
recovery or organic recycling. - Collection systems that are to be
supplied by the producers for the consumers. - Obligation for producers
to report amount of newspaper, etc. put on the market, collection,
recovery and recycling of waste newspaper, etc. 7. Objective and
rationale: The purpose of the regulation is to: - Direct the
collecting, recovery and recycling of waste newspaper, etc. - Make it
possible to follow up the producer responsibility. - Create uniform
rules and guidelines for all producers. This regulation will be issued
by virtue of the Swedish Ordinance concerning producer responsibility
for waste paper (SFS 1994: 1205). The Ordinance came into force on 1
October 1994. 8. Relevant documents: Ordinance concerning producer
responsibility for waste paper (SFS 1994: 1205). 9. Proposed date of
adoption and entry into force: October 1995 and 1 January 1996. 10.
