The Carderock Division, Naval Surface Warfare Center (CDNSWC) proposes to procure from Roy Guilick and Company, the third and final phase of an intense and comprehensive strategic planning effort. The proposed acquisition will involve the continuance of a specialized decision-analysis approach which utilizes the software programs of EQUITY and HIVIEW. Over 225 people have been trained in this technique. The contractor has an integral knowledge of the issues, history, and complex dynamics up through this point in the strategic planning effort. Any alternative source will result in substantial duplication of costs and serious delays in fulfilling the agency's critical requirements. See Note 22. (0243)
