636-4367 Potential sources sought. The Coast Guard is seeking qualified
sources that can open, inspect, report, overhaul/repair, convert, test
and package fuel manifolds, combustion chambers and pressure & damp
valves used on the Pratt-Whitney FT4A and CG4 Gas Generators. The
Government anticipates awarding a requirements type contract for one
base year and four option years. FOB Destination to the U.S. Coast
Guard Supply Center Curtis Bay, 2401 Hawkins Point Road, Baltimore, MD
21226-1792. This will be full and open competition using OEM
Pratt-Whitney parts only. Technical data and/or drawings pertaining to
Pratt-Whitney are not available within the Government and are
proprietary to Pratt-Whitney. Accordingly, it is believed that this
nonavailability of technical data precludes the U.S. Coast Guard Supply
Center from obtaining competition (for parts only) as they are
available from only one source. However, other potential sources can
submit information concerning their capabilities to open, inspect,
report, overhaul/repair, convert, test and package the items for the
purpose of the Coast Guard to determine whether to conduct a
competitive procurement. Organizations having the expertise and
required capabilities to provide said item are invited to submit
complete information discussing such capabilities as follows:(i.e.
salient physical, functional and serviceability, characteristics) 1)
Show that they satisfactorily manufactured the item for the Government
or the prime equipment manufacturer; 2) Submit complete and current
engineering data comparing the offered parts to the OEM parts to
demonstrate the acceptability of the parts. It is the Government's
belief that only Pratt-Whitney, the manufacturer of said items and/or
its authorized dealers and distributors can furnish the required parts
and ensure the proper fit, form and function of all its components.
Other concerns having the expertise and required capabilities to
furnish the above items are invited to submit complete information
discussing capabilities in duplicate within fifteen (1) days of this
announcement. No cost or pricing information is required. This is not
a Request for Proposals (RFP). The Government does not intend to pay
for the information solicited. Responses must be concise and be
specifically directed to the requirements mentioned above. Concerns
that respond to the notice must fully demonstrate their capability to
evaluate capability to meet the requirement. Adequate detailed data by
which to evaluate capability should be sent to the attention of Sharon
Jackson, Contract Specialist. This notice is for informational purposes
for minority, women, and disadvantaged business enterprises only: The
Department of Transportation (DOT). Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantage business enterprises to acquire short-term
working capital assistance for transportation-related contracts. Loans
are available under the DOTR Short Term Lending Program (STLP) at
prime interest rates to provide accounts received financing. The
