DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT, FOR THE USDOT/RSPA,
OFFICE OF PIPELINE SAFETY (OPS) SOL DTRS56-95-R-0003 DUE 101495 POC POC
Tom Scott, Contract Specialist, (202) 366-4538. The Government plans to
award up to three (3) IDIQ type contracts for technical services in
support of the U. S. Department of Transportation, Research and Special
Programs Administration, Office of Pipeline Safety (OPS). The contracts
will have a 12 month base period, with up to four (4) 12 month option
periods. Each year's estimated total amount for all contracts will be
approximately $1,600,000. The Government reserves the right to award
less than three (3) contracts, with a guaranteed minimum of $100,000
per year for each of the three (3) functional areas. As the need for
services under this contract arises, the Government will issue
individual task orders with specific scopes describing the requirement.
This acqusition is unrestricted, not set-aside for small businesses.
All responsible sources may submit a proposal which will be considered
by the agency that will be evaluated by the agency in accordance with
the evaluation criteria specified in the RFP. Past performance,
technical (oral), price and business proposals will be required. For
subcontracting purposes, the SIC code for this solicitation is 8711
(size standard $2.5M). The three (3) functional areas of technical
support to be provided are: Pipeline Risk Management, Pipeline
Environmental and Regulatory Support, and Pipeline Safety Research.
Services within the Risk Management functional area include supporting
OPS/industry efforts in the implementation of risk management programs
within the pipeline industry. Specific risk management tasks would
include supporting OPS and the industry in the development and
execution of techniques to review and monitor pipeline operator's risk
management plans. Typical uses of the pipeline risk management
services will be to determine the effectiveness of operator's risk
management to maintain the level of pipeline safety in the most
efficient manner. Services with the Pipeline Environmental and
Regulatory Support functional area include conducting cost benefit
analyses, performing data collection, conducting literature searches,
conducting docket review and preparation, preparing Environmental
Impact Statements, Environmental Assessments and Findings of No
Significant Impacts, reviewing environmental indexing schemes,
developing Natural Resources Damage Assessments, supporting drills,
exercises and plan reviews being conducted in accordance with the Oil
Pollution Act of 1990, and facilitating outreach meetings. These
services can be used for supporting proposed rulemaking initiatives or
participation in industry standards development, identifying potential
areas for improving pipeline safety, and validating the response
capabilities of pipeline operators. Services within the Pipeline Safety
Research functional area include project design and planning,
development, maintenance, test design and implementation, measurement,
evaluation, and other engineering activities related to the safety,
reliability, and maintainability of pipeline construction, operations,
and maintenance. Typical uses of the research services are for
establishing criteria for standards, sharing best practices with the
industry, improving OPS inspection procedures, conducting failure
investigations, and determining future policy goals. This Notice is for
informational purposes for Minority, Woman-Owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
