(FRA) intends to negotiate on a sole source basis a modification to
existing contract no. DTFR53-94-C-00070, with the International
Association of Chiefs of Police (IACP) of Alexandria, Virginia, for
training services as follows: Conduct three 6-hour workshops on
railroad trespass prevention laws and motivational methods to deter
private citizens from trespassing on railroad rights of way in the
interest of public safety. The workshops will accommodate up to 30
participants each, from the local and state law enforcement communities
in the metropolitan areas of Dallas, Texas; New York City; and Chicago,
Illinois. The training team for each workship will consist of a local
State's Attorney from the respective area, an IACP law enforcement
executive, a railroad police executive and an IACP staff support
specialist. This is a follow-on activity to the existing contract with
the IACP, under which the railroad trespass training curriculum has
been developed and now is ready for implementation through the desired
workshops among the specific police communities. The applicable
authority for the announced intention is 41 U.S.C.253(c)(1), as
implemented by FAR 6.302-1, ''Only One Responsible Source.'' This is
