PANTOGRAPHS AT WHITEMAN AFB, MISSOURI SOL DACA45-96-R-0001 DUE 100495

(402)221-4239. The Omaha District, Corps of Engineers intends to
contract on a sole source basis for the design, testing, construction
and installation of at least six, but no more than eight, aircraft
fueling pantographs for B-2 Support Facilities at Whiteman AFB, MO. The
estimated cost of this contract is between $1.3 million and $1.75
million. The contract will be in two phases, 1)Design and Preproduction
Testing and 2)Construction and Delivery. Each pantograph will connect
to a fuel hydrant located just below grade and to two aircraft fueling
points approximately 8 feet above grade. The pantograph must be
capable of fueling two tanks simultaneously at the rate of 600 gpm per
tank, 1200 gpm total, with a pressure drop of less than 45 psig and be
capable of resisting a 275 psig surge pressure. Fuel flow rates shall
not exceed 20 ft/sec under normal operating pressures. An automatic
pressure relief valve with reservoir to allow for thermal expansion and
contraction of fuel and a drainage system for sampling and maintenance
are required. The pantographs shall be mounted on carts capable of
being towed at 5 mph, cart casters shall be spring mounted and have a
system of brakes and lockable swivels for towing and parking. Envelope
dimensions in the nested configuration shall not exceed 69 inches
high, 80 inches wide and 140 inches long. The pantographs must be
designed and constructed for minimal maintenance. Training, manuals and
a parts breakdown will be provided by the Contractor to enable Air
Force personnel to fully maintain and operate the pantographs. The
pantographs must meet strict requirements for materials and
construction including but not limited to: the use of schedule 10S ASTM
A358 type 316 stainless steel fuel lines, 100% x-ray inspected,
leakproof stainless steel flanged swivels with nonlubricated ball or
roller type bearings, lockable for transportation and storage, capable
of providing 360 degree rotation and maintaining electrical continuity
without grounding straps, and constructed with limited welding,
dispensing arms counterbalanced by weights, sprins or hydraulically
actuated cylinders as required to permit one-person operation without
undue strain, corrosion-proof construction, cushioned stops for
limiting range of motion, less than 4% copper, zinc, lead or cadmium in
metal elements in contact with fuel. A prototype pantograph will be
required to pass tests for pressure drop, hydrostatic pressure, thermal
relief, drainage, surge pressure, configuration, and towing prior to
approval for production. Some of the tests will be performed at an Air
Force installation. Approval of the pantograph by the Air Force Safety
System Engineering Analysis Team (SSEA) must also be obtained. The
production of the supplies listed requires a substantial initial
investment or extended period of preparation for manufacture. Prototype
testing and approval will be at contractor's expense. Interested firms
are requested to submit verified documentation of ability to provide
these services and items to the above address by no later than 4
