Description should read as follows. Proposed requirements contract for Fiber Optic Splicing System, with one basic year and two one year options. Quantities and technical requirements IAW purchase description, to be provided with the solicitation. Delivery points to be specified in the solicitation. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large or small, disadvantaged or women-owned business. Only companies who provide all required information will receive a copy of this solicitation. For this synopsis, a concern will be considered small if its number of employees does not exceed 500. No telephone requests. Mailed and/or faxed requests received directly from requester are acceptable. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
