Protection Agency, National Center for Environmental Assessment is
issuing a ''request for Proposals (RFP) to conduct peer review for both
biological and statistical research activities and products related to
the improvement of human health and ecological risk assessment. The
contractor shall establish and provide peer review capability for
identified programs, technical outputs, current research projects or
tasks, proposed research protocols and other documents for the National
Center for Environmental Assessment-Washington, DC (NCEA-DC), National
Center for Environmental Assessment-Cincinnati (NCEA-Cin), and
National Environmental Research Center-Research Triangle Park
(NCEA-RTP) on an as needed basis. The major purpose of external Office
of Research and Development (ORD) peer review is to ensure: 1)
conceptual soundness of scientific approaches; 2) appropriate
implementation of scientific methods; and 3) validity of results. Peer
reviewers shall assess all products with the intention of improving
the quality of research conducted and, redirect ongoing efforts as
necessary to achieve stated quality goals. The Contractor shall provide
one or more recognized independent techcial experts who can provide
impartial evaluations of NCEA products. These reviews are specifically
sought from sources outside the Agency in order to obtain the benefit
of additional veiwpoints and perspectives. The Government anticipates
awarding either a cost plus fixed fee (CPFF) or firm fixed price (FFP)
delivery order type contract, with a minimum and maximum value
identified for each term. For any resultant CPFF type contract,the
total estimated LOE will be 10,500 hours with a one (1) tweleve month
base peirod, and two (2) tweleve month option periods. Each period will
have quanity options to increase the base LOE for that period. The
exact type and specific requirments will be identifed in any resultant
