It is anticipated that during October 1995, the U.S. Dept. of State, RPSO Miami, will issue a solicitation for the operation and management of guard services and related support for the American Embassy Port-au-Prince, Haiti. These services are necessary in order to prevent unauthorized access, protect life, maintain order, deter criminal attacks against employees, dependents and property and terroristic acts against all U.S. assets, and prevent damage to Government property. The Contractor selected will be required to provide all the services and supplies to accomplish the work as required by the contract to include but not limited to all managerial, administrative and direct labor personnel. This acquisition is restricted to exclusively Haitian Security Agency Sources, in accordance with Haitian Law (i.e. Le Moniteur, Monday, 22 May 1989, 144th Year, No. 39, Article 4). This means an Agency with a capital strictly national and which promoters, shareholders, directors, and all personnel are Haitians. Further, the Security Agency cannot affiliate itself, or serve as a figurehead to a foreign company.
