and Missile Systems Center (SMC) intends to release a Request For
Proposal (RFP) on or about 02 October 1995 for the Range and
Communications Development Contract (RCDC). The RFP will be published
via the PK electronic bulletin board system (BBS). The files will be in
Microsoft Office format (Word, Excel, Powerpoint, and Access). The
numbers for this BBS are (310) 363-6612 (9600 baud), (310) 363-6613
(9600 baud), or (310) 363-1004 (2400 baud). You must have a password,
issued by SMC/PK, to gain access to this BBS. If you do not already
have a password, send a letter on company letterhead with the name(s)
and phone number(s) of the personnel requiring access to: Ms. Maxine

(310)363-1533. Once a password has been assigned, the PK BBS is
accessed like any other BBS. This BBS allows downloading only. If the
PK BBS is not accessible by your company, a hard copy may be obtained
by forwarding an e-mail request (preferred method) to RCDC
@slcspo.laafb.af.mil, a faxed request to (310) 363- 1856, or a written
request to Mrs. Carol L. Bivens at the address set forth below in this
announcement. The Space and Missile Systems Center (SMC) Satellite and
Launch Control Systems Program Office (SLCSPO) requires tasks to be
performed in the area of studies, developmental enginuing,
installation, and testing of program-specific engineering projects
related to the globally-spread communications systems segment and
remote satellite tracking station range segment of the Air Force
Satellite Control Network (AFSCN). These tasks must be applied
particularly to the achievement of an overall replacement of the aging
AFSCN communications system and subsequent upgrades to the satellite
tracking range in line with Air Force Space Command requirements. The
contracor shall also provide a level of effort to accomplish tasks
assigned by the Air Force. The estimated period of performance for this
effort will be up to five years. The type of contract contemplated is
cost plus award fee (CPAF). The tasks involved will require the
contractor to provide quick response and to have close connection with
the Satellite and Launch Control Systems Program Office (SMC/CW), as
well as other AFSCN organizations and their supporting contractors
located at or near Los Angeles Air Force Base, CA, Onizuka Air Station,
CA and Falcon Air Force Base, CO. The RCDC is envisioned to be a
successor to the current AFSCN Engineering Services and Modifications
Contract (ESMC V), but not a follow-on contract with the same major
tasks. Due to the highly complex nature of the contract effort and the
large number of skills required to perform the various tasks, prime-
subcontractor and teaming arrangements are encouraged. The Satellite
and Launch Control Systems Program Office will use an Organizational
Conflict of Interest (OCI) provision which will preclude the awarded
contractor for RCDC from competing for a future AFSCN integration
contract. As a general basis for award for RCDC, the offeror must
possess or be able to obtain a Top Secret industrial facility clearance
at one of its facilities. Companies bidding on this contract must be U.
S. based, and personnel supporting this contract must have a Secret
clearance. Several contractor personnel are required to have a recent
favorable Special Background Investigation (SBI). The contractor will
be required to establish at contract award facilities in the local
areas of Onizuka Air Station, CA and Falcon Air Force Base, CO. This
synopsis is not a formal solicitation. The Government does not intend
to award a contract on the basis of this synopsis or otherwise pay for
the information solicited in the RFP. Further information and/or
