(ABL) Program Office will conduct a briefing on the Airborne (ABL)
Demonstrator Program Phase II effort, in order to keep the offerors
informed on the progress of the program. This briefing will address the
overall ABL Demonstrator Program specifically focused on the
acquisition approach and upcoming Request for Proposal (RFP). The
briefing is set for Thursday, 26 October 1995 from 0830-1030, Phillips
Laboratory, 3550 Aberdeen Blvd SE, Bldg 414, Conference Room 3,
Kirtland Air Force Base NM. The Concept Design, Phase I effort is
currently being conducted by two contractor teams, The Boeing Company,
Seattle WA and Rockwell International, Canoga Park, CA. Please note,
the Notice of Contract Action (NOCA) for the Phase I effort dated 03
Jun 93 stated, ''The Government anticipates that the contractors
participating in the Concept Design contracts will be the only
responsible sources capable of successfully competing in the
Demonstrator Contract. However, all responsible proposals submitted in
response to the solicitation will be evaluated.'' This briefing is
classified SECRET, therefore, you are required to submit a visit
request IAW DoD 5220.22-M, National Industrial Security Program
Operating Manual (NISPOM) to PL/TMS, Attn: Mr Richard Conrad, 3550
Aberdeen Ave SE, Bldg 760, Kirtland AFB, NM 87117-5776. The telefax

must indicate the purpose of your visit, ABL Contractor Briefing and a
need-to-know statement. Visit requests must be submitted no later than
13 Oct 95 in order to attend. Attendance for the briefing is limited to
three people per organization. Any participating organization must have
a valid purpose for attending and a need-to-know cleared by the ABL
SPO. For purposes of this briefing a subsidiary is considered a
separate organization. Ensure sufficient time to check clearances prior
to the briefing. In the event you desire a copy of the classified
portion of the briefing, provide a letter requesting the classified
charts to Mr Richard Conrad, Chief, Acquisition Security, ABL at the
biefing or mail your request to him at the above address. The
appropriate classified mailing address should be included in your
letter and other specific information, including a point of contact.
The classified package will be mailed following the briefing. All
future information regarding the upcoming Phase II acquisition,
exclusive of the Notice of Contract Action (NOCA) will be found in the
Phillips Laboratory Science and Technology Acquisition Referral System
