John Dragonetti, 202/514-2646. The Immigration and Naturalization
Service intends to enter into a contract with Motorola, Inc. The
contract is for portable/handheld and mobile Astro encrypted radios.
These radios are narrowband, backward and forward compatible. Astro is
essential for the INS because of its compatability and
interoperability with existing digital 12.0 kb/s DES/DES-XL/OTAR
digital communications equipment and old analog systems currently used
by INS. Astro also satisfies the requirement for narrowband equipment
mandated by the National Telecommunicationns and Information
Administration (NTIA). The contract will consist of a one year base and
four one year option periods. The basis for this sole source
acquisition is 41 U.S.C. 253(c)(1), only one responsible source. This
is not a request for proposals and no solicitation will be available
