MARAD will respond to the proposals by November 17, 1995 versus
November 15, 1995. As part of the President's initiative for
revitalizing the U.S. commercial shipbuilding industry, the Maritime
Administration's Office gggof Shipyard Revitalization (MARAD) gis
soliciting proposals for cooperative, cost-shared projects to assist
the U.S. shipbuilding, ship repair and supplier base industries with
the development of technologies, processes and products to become
internationally competitive. With major efforts being made to reduce
the federal budget deficit, it is currently unclear how much, if any,
research & development funds will be available. Specifically, funds may
be reduced or eliminated from the Agency's budget. In the event that
funds becomes available however, the intent of the Agency and hence
this solicitation, is to rapidly initiate projects of interest to the
industry. This BAA solicits proposals for projects with near-term
benefit and is restricted to U.S. Shipyards, U.S. Ship Repair
Facilities, and U.S. Marine Supply Industries and the associated Trade
Associations. This restriction is to assure that the proposed project
is industry led and will be of direct and immediate benefit to the
offeror and the industry in general. The project manager will be a
representative of the industry, although elements of the proposed
effort can be subcontracted. In order to preclude unwarrented effort on
the part of an offeror in preparing a full proposal, offerors are
strongly encouraged to submit an abstract of their proposed work in no
more than five (5) pages including the title page. The abstracts shall
be submitted in the following format: 8.5 X 11 inches, double spaced in
at least 12 point type. The title page will clearly state ''Proposal
Abstract,'' including this BAA number, proposal title and offeror's
administrative and technical point of contact with telephone and fax
numbers, and signed by an authorized officer. Any offeror whose abstrac
is found to be consistent with the intent of this BAA and of interest
to the Program will be invited to submit a full technical and cost
proposal. Such an invitation does not assure subsequent contract award.
The abstract will include the objective, background, a description of
the proposal effort, the benefits to be derived, schedules and costs
and who will perform the work. Offerors should submit abstracts
(original and two copies) to: Maritime Administration, Att. Tracey L.
Ford, Office of Acquisition MAR-380, Rm. 7310, 400 Seventh Street,
S.W., Washington, D.C. 20590. No fax or e-mail abstracts will be
accepted. To be considered, the abstracts should be submitted no later
than October 17,1995. MARAD will respond to abstracts by November 17,
1995. Evaluation of abstracts will be based on the following factors:
(a) the potential significance of the proposed effort to enhance the
international competitimveness of the U.S. commercial shipbuilding/ship
repair/supplier base industries, (b) will be of demonstrated near-term
benefit, (c) the qualifications, capabilities and experience of the
organizations that are key to the program success. Multiple, cost
sharing agreements (minimum 50% recipient contribution, maximum 50%
government contribution), are expected to be awarded as a result of
this BAA. Proposers may submit a multi-phased proposal. Awards will be
based on proposal merit and funding availability. MARAD anticipates
that cooperative agreements will be made during FY1996. It is the
policy of MARAD to treat all proposals as competitive information and
to disclose the contents only for purposes of evaluation. Point of
