As part of the MM III ICBM extension plan, the PRP effort will replace the propellant in three booster stages. The Flight Program Constant Tape (FPCT) and the Minuteman Operational Targeting Program (MOTP) software baseline require corresponding modifications to incorporate the new propellant performance characteristics and physical properties. It is anticipated that three separate contracts will be issued for the following: (1) modification of the Flight Program Constant Tape (FPCT) software; (2) modification of the Minuteman Operational Targeting Program (MOTP) software and a Nuclear Safety Cross-Check Analysis (NSCCA) of the changes to the FPCT software; and, (3) a Nuclear Safety Cross-Check Analysis (NSCCA) of the changes to the MOTP software. A series of ongoing system modifications and software changes make it impossible to provide a final version of the software baselines, simulation tools, and test beds at this time. These will not be available until after the first quarter 1998. Therefore, any potential offeror is required to acquire or develop their own software programs, simulation tools, and test beds and in addition, the offeror must be able to demonstrate his/her expertise and knowledge of the Minuteman III weapon system software to the government at his/her own expense. The offeror must have had experience within the last three years with the MM III weapon system and operational software. To prequalify, each potential offeror must successfully complete a software knowledge and capability demonstration test. The offeror shall prepare and submit a knowledge and capability demonstration plan. The plan shall include, but is not limited to the following: Hardware; provide a list and detailed description of all simulation tools and test bed hardware suites acquired which will be used for this effort. Software: provide a list and detailed description of all software programs acquired to support the operation of the simulation and test tools acquired. Integrated Systm: provide a detailed narrative describing the purpose and function of each of the software programs, simulation tools and test bed suites. Personnel: provide a detailed narrative for each person involved with the program, specifically describe his/her software development experience and/or MM III weapon system experience and the purpose and function of each person. A demonstration of the software programs, simulation tools, test beds, and MM III weapon system software will be scheduled after government acceptance of the plan which shall consist of the following: a. Demonstrate MM III weapon system knowledge bycorrectly manipulating and processing all test cases provided by the government. b. Present concept to demonstrate weapon system compatibility for all required modifications. c. Provide test approach that demonstrates end-to-end proof of concept for each test case. d. Provide rationale for the selection and design of target cases to verify that the weapon system integrity has not been comprised by the modified software. e. Describe the objective of each test or operation and how they will be accomplished. f. Describe the ''set up'' and any unique requirements for each test or operation. g. Be prepared to explain and verify any anomalies or errors observed during the operation or test and their impact upon a successful demonstration. h. List specification(s) documents required to ascertain pass/fail criteria for each operation or test. i. Provide for each operation or test a confidence factor/rating to assist in weapon system accuracy calculations. It is anticipated that the requests for proposal will be released in March 1996 with a proposal response due in May 1996.
