Bill Wise, (513)366-2025 NCEA-Cincinnati provides scientific
leadership in risk assessment research resulting in methods development
and validation of these methods, thus ensuring the quality of future
risk assessments. NCEA-CIN fosters communication and exchange of
information through outreach and technical assistance to research
partners to contribute to the scientific basis of Agency regulatory
decisions and risk science in general. High performance for continuous
improvement, teamwork, collaboration, and consensus building are
guiding cultural principles, both within the office and between
NCEA-CIN and its research partners. NCEA-CIN is evolving into a High
Performance Organization to successfully meet the goals of the National
Performance Review and the dynamic challenges of the 21st century. To
continue this evolution, NCEA-CIN has a need for continued specialized
training to improve productivity, turn good management principle into
concrete actions, and to provide opportunity for employee involvement
in improving organizational infrastructure and decision-making. The
Contractor will provide the required training in seven two-day
interactive sessions at the USEPA facility at 26 W. Martin Luther King
Drive, Cincinnati, Ohio. The training sessions shall focus on
NCEA-CIN's goal of building a High Performance Organization based on
the High Performance Model for Continuous Improvement developed by the
Center for Public Service, University of Virginia. The training
sessions shall be conducted during the period November 1995 through
September 1997. Approximately 75% of the training shall be geared
toward the NCEA-CIN leadership team, which consists of approximately
eight members. The Contractor must have training experience relative to
continuous improvement models, team building, team dynamics, process
and system changes, and evaluation of organizational performance.
Additionally, the Contractor must demonstrate training experience which
facilitated the development of a ''parallel organization'' that
operates differently from, but in support of, the traditional Federal
