R -- REMOVING FOR VOLUME REDUCTION TREATMENT APPROXIMATELY 18,000 CUBIC YARDS OF LOW CONCENTRATION, 11e(2) BY-PRODUCT RADIOACTIVE MATERIAL FROM DOE'S INTERIM STORAGE SITE IN MAYWOOD, NEW JERSEY. Bechtel National, Inc., on behalf of the U.S. Department of Energy (DOE), is seeking an expression of interest from parties with the technical capabilities of removing for volume reduction treatment approximately 18,000 cubic yards of low concentration, 11e(2) by-product radioactive material (as defined in the Atomic Energy Act of 1954, as amended) from DOE's interim storage site in Maywood, New Jersey. This material is currently stored in an interim storage pile, and based on available data, it is not classified as a mixed or RCRA hazardous waste. If there is sufficient interest and indication that costs are competitive with simple disposal and transportation, qualified firms will be placed on the bid list to receive a Request for Proposal (RFP) from Bechtel National, Inc., DOE's project management contractor for the Maywood site. Any action proposed and implemented would be conducted under the auspices of a CERCLA removal action. DOE would issue all required CERCLA documentation for this effort, but the successful subcontractor would be required to conduct work in accordance with all applicable, relevant, or appropriate requirements. In addition, certain restrictions would be placed in the RFP such as, but not limited to onsite work limited to loading the waste for transport; all stored waste at the Maywood site must be removed by December 31, 1996; no treatment or disposal allowed at the Maywood site. Although other contaminants may be present, the primary contaminant of concern is the radioactive element thorium-232. The storage pile was constructed in the mid-1980's during the cleanup of 26 vicinity properties. Those parties selected to be placed on the RFP bid list will be given an opportunity to collect samples for their own analysis prior to proposal preparation and submission. All respondents to this expression of interest solicitation would be subject to a pre-qualification process before being put on the RFP bid list. Although cost-effectiveness would be the primary consideration for subcontract award, other considerations will be factored into the selection process. These include, but are not limited to, technical feasibility; compliance with regulatory requirements; availability of offsite resources (for activities such as treatment, waste storage, etc); and ability to meet schedule. The concentrated waste stream after treatment shall be disposed of by the subcontractor using the existing Bechtel National, Inc. subcontract. Disposal of the ``clean'' stream after treatment will be the responsibility of the selected subcontractor. Given that DOE and Bechtel National, Inc. already have the necessary framework in place to complete the loading, transportation and disposal, all proposals will be compared against current cost data and implementability factors. To be competitive, only those respondents who can meet the following approximate cost thresholds will be considered for a future RFP: For the total of cubic yards of clean material, (which includes excavate/load and transport the waste to the treatment facility, perform treatment, and dispose of the clean stream) the respondent's price shall not be more than $365.00/yd3. For the total number of cubic yards of concentrated waste material, (which includes excavate/load and transport the waste to the treatment facility, perform treatment, and load/transport the concentrated waste stream to Clive, Utah) the respondent's shall not be more than $150.00/yd3. Specific technical criteria will need to be met after treatment processing. For example, concentrated waste material which will be disposed of by Bechtel National, Inc. will have to meet the disposal facility soil moisture content and radionuclide concentration limits. In addition, the selected subcontractor will be required to provide all analytical data (from a Utah certified laboratory) required by the disposal facility. Interested parties in providing volume reduction treatment services for this effort should provide a written response no later than October 31, 1995 to this solicitation with their expression of interest, along with proof of ability to manage 11e(2) by-product materials (i.e., NRC/state license), location of treatment facility, indication of cost and any other pertinent information regarding the firms ability to provide these services to: Bechtel National, Inc., Attn: Mr. Nick Perry FUSRAP Procurement Manager, 151 Lafayette Drive, Oak Ridge, TN 37831.
