This action is for the sole source procurement to PRC Environmental Management to provide technical and professional support services to support the phase III series of advanced technology demonstrations utilizing multiple subcontractors as the demonstrators. The phase III efforts include the continuation of the technology demonstrations being conducted at Jefferson Proving Ground, Indiana and applying the technology to other active and formerly used defense sites that are contaminated with buried unexploded ordnance. PRC EMI has had to develop and establish Government-approved environmental, safety and operating procedures for managing technology demonstrations at sites that contain unexploded bombs, missiles, rockets, mines and submunitions. PRC EMI has developed unique procedures for conducting advanced technology demonstrations, managing the demonstrators, controlling and meeting environmental requirements, and identifying legal restrictions in working with unexploded munitions. PRC EMI is therefore uniquely qualified to manage hazardous operations dealing with unexploded ordnance. Moreover, PRC EMI is uniquely familiar with the evaluation of the technology and demonstrations currently being used, and are the only contractor that can ensure that the Phase I, II and III demonstration results remain uncompromised. PRC EMI is considered the only source qualified to continue into phase III with major duplicated costs and unallowable delays. Period of Performance: 24 months. See Note 22.
