Officer The Navy requires 3,795 (+/-1%) trichloroethane 1,1,1 (methyl
chloroform) inhibited, for vapor degreasing, to be manufactured in
accordance with MIL-T-81533A Notice 1 dated 29 October 1991.
Additionally, the trichloroethane shall be manufactured with the
following requirements: (1) properties: per MIL-T-81533A Table; and (2)
inhibitors: 1,3-Dioxolane--2.85+/-.2% weight by weight (w/w),
1,2-butylene oxide--0.5+/-.05% w/w, nitromethane--0.45 +/-.05% w/w, and
sec-butyl alcohol--1.2 +/-.1% w/w; and (3) silicone: .2ppm w/w
(maximum). The use of 1,4-dioxane shall not be allowed. The solvent
shall be factory packed in new, unlined 55 gallon drum per PPP-D-729.
Each drum shall be purged with nitrogen prior to sealing, and bung
gaskets shall be made of Teflon (PTFE). The solvent shall be
manufactured from 1 batch (or lot) and shall have been manufactured
within 6 months prior to delivery to the Government. Certificates of
conformance and analysis will be required of the apparent successful
offeror prior to award. Delivery shall be FOB destination to
NAVSURFWARCENDIV Crane, Crane, IN within 30 days after contract award.
This procurement is being issued under Simplified Acquisition
Procedures (SAP). It is anticipated that a formal Request For Quotes
will be issued. In accordance with SAP, this procurement is exclusively
reserved for Small Business concerns IAW Alternate I of FAR clause
52.219-6. See Note 1. All responsible sources may submit an offer which
