Armstrong Laboratory is interested in receiving proposals for the research effort described below. This solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures-Test, described in DFARS 235.70. This is the solicitation; there will be no formal RFP or RFQ. This solicitation consists of this synopsis, subsequent amendments, and a supplemental package which was released concurrently with publication of this solicitation. The following items are included in the supplemental package: (1) Statement of Work, (2) DD Form 1423, Contract Data Requirements List, (3) DD Form 254, Contract Security Classification Specification, (4) Base Support. A list of Pre-RFP questions/answers and a copy of DFARS 235-70 will be released simultaneously. The Log-AID acquisition is a 100% Small Business Set-Aside. The SIC code for this acquisition is 8731; 500 employees is the small business size standard. Offerors who did not respond to Sources Sought Synopsis published 25 May 95, or Notice of Contract Action synopsis, published 26 Jul 95, should provide a written request in order to receive the supplemental package and any subsequent amendments. (Large businesses who responded to the sources sought synopsis are not on the current source list and will have to resubmit a request if still interested as subcontractors). This solicatation includes clauses and provisions from FAR 1990 edition updated through FAC 90-33 and DFARS 1991 edition updated through DAC 91-08. The standard evaluation factors fund in Section M of DFARS 235.7006 apply. A single award, Cost Plus Fixed Fee (Completion), and Cost Reimbursement type contract is contemplated. Please review DFARS 235.70 carefully to ensure full understanding of the streamlined contracting procedures. Offerors should propose based upon the following CLIN structures: 0001-Research and Data (Cost Plus Fixed Fee-Completion) 0002-Travel, Subcontracting, Material/Equipment (Cost Reimbursement-No Fee). Offerors should propose an estimate of $95,000 for travel. The estimated period of performance is contract award through 24 months. The amount of effort required is estimated at 15 man years. The proposal due date is 12 Dec 1995, 2:00 PM, CDST. Six copies and the original of the technical proposal and one copy and one original of the cost proposal shall be submitted to AL/HR(PKRH), Attn: Jay Carroll, 7909 Lindbergh Dr., Brooks AFB TX 78235-5352, or delivered to Building 578, Room 115L, Brooks AFB TX. The page limitations for technical and cost proposals are specified in DFARS 235-7006(L.24). A Technical Document Center (TDC) at Wright Patterson AFB is available for all potential offerors in preparation of their proposals.
