Contract Specialist. The National Aeronautics and Space Administration
(NASA) is seeking to procure a new core financial management
capability and related administrative functions using Commercial
Off-The-Shelf (COTS) software packages. By this Request For Comment
(RFC), NASA is providing the opportunity for sources of financial
management off-the-shelf software to submit any comments regarding the
subject procurement requirements and strategy. The comments will be
used exclusively by NASA personnel to assist in planning for the
acquisition of software in the following seven (7) areas: (1) Core
Financial (includes Budget Execution and Labor Distribution), (2)
Travel, (3) Employee Time and Attendance, (4) Procurement, (5) Budget
Formulation, (6) Executive Information System (EIS) and (7) Asset
Management. GOALS - NASA's goals in implementing these systems include:
Integration and standardization of data and systems across all NASA
Centers; compliance with Federal JFMIP requirements, providing
management with access to timely and accurate financial, budget, asset
and related information on programs and projects; implementation of
advanced technology to provide the greatest capability and an extended
life cycle. SCOPE - These systems will be used to support NASA's
entire civil service population (approximately 20,000) at all NASA
field installations and headquarters (10 sites) and for the management
of NASA's budgetary appropriation of approximately $14 billion per
year. PROCUREMENT STRATEGY - This procurement will consist of two
phases. PHASE I will include the following: The Request For Proposal
(RFP) will request a technical proposal (Mission Suitability) and
Relevant Experience and Past Performance information only. In this
proposal, the offerors will be required to demonstrate (in writing)
their software products and services they have and how they comply with
NASA's functional and technical requirements. Based on this initial
evaluation of Mission Suitability and Relevant Experience and Past
Performance, NASA will down-select to at least two vendors. PHASE II:
the selected vendors will be awarded firm fixed price study contracts
to assess and determine how they wil implement and integrate their
software within each NASA Center. We will be providing data to the
vendors at this time to accomplish their duties. The period of
performance for the study is 5 weeks. Phase II will include the study
as well as hands on Useability Testing and an Operational Capability
Demonstration (OCD). Based on PHASE II evaluations (which will include
a Cost Proposal Evaluation), a final selection will be made and a
contract awarded. Fourteen (14) months after contract award (October 1,
1997), Core Financial (including Labor Distribution and Budget
Execution) will be fully operational and two years of sustaining
engineering will begin. Delivery schedules for the remaining functions
are to be proposed. NASA reserves the right to change the subject
procurement strategies. Only comments are being accepted. It is
requested that comments be submitted no later than NOVEMBER 29, 1995.

formal response to comments will be provided as such, however, all
comments will be reviewed and taken into consideration for possible
revision or incorporation into the RFP and discussed at a Vendor
Conference currently planned for mid December, 1995. This is not a
Request For Proposals. This RFC will be released electronically via the
World Wide Web (WWW), on November 9, 1995. Electronic versions of the
