617-271-2055. Presolicitation Notice - Egyptian HF Scrambler Program.
In accordance with a country to country agreement between the
governments of the United States and Egypt. Foreign Military Sales
(FMS) Case EF-D-DAF, the Directorage of International Programs of the
Air Force Material Command's (AFMC's) Electronic System Center (ESC)
plans to acquire HF Security Equipment Model DSP9000 HS. According to
FMS Case EG-D-DAF, '' the equipment supplied shall be Fully
Inter-operable with existing HD Scrambler Equipment currently in use
within the Egyptian Signal Corps; the existing equipment is
manufactured by Technical Communications Corporation (TCC), Concord,
MA. ESC plans to issue a solicitation by January 96 for up to 25
handsets. However, any responsible source which believes it can meet
the Government's requirements must submit a qualification package not
to exceed 15 pages, describing how they can provide equipment that is
fully inter-operable with the existing HF Scrambler Equipment within
the time specified above. If no additional responsible sources are
identified as a result of this announcement, the Government intends to
negotiate a contract with TCC under the authority of 10 U.S.C
2304(c)(1), only one responsible source. Any information submitted in
response to this notice will be fully considered and will be evaluated
without prejudice. No telelphone inquiries or responses will be
accepted. Interest parties shall submit their requests and information
to ESC/IAK, ATTN: Christine E. Baron, 50 Griffiss Street, Hanscom AFB,
MA 01731-1618 within 15 days of this notification. This synopsis is for
information and planning purposes only and does not consittute an
Invitation for Bid or Request for Proposal and is not to be construed
as a commitment by the Government. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of the acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program Director, but to
communicate contractor concerns, issues, disagreemtns and
recommendations to the appropriate Government personnel. When
requested, the mbudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
