34 -- AUTONOMOUS SOLAR POWER SYSTEM SOL N66604-96-R-A382 DUE 120195 POC Contact Mary Jo Nemec, Contracting Officer at (401) 841-2442 X 296 FAX: (401) 841-4820 The Naval Undersea Warfare Center Division Newport,RI (NUWCDIVNPT) is soliciting quotations by this synopsis for the acquisition of two (2) SOLAR ELECTRIC POWER SYSTEMS. An autonomous solar power system is being purchased which shall provide power continuously and independently for the Sonobuoy Tracking System (STS) in use at the Atlantic Undersea Test and Evaluation Center (AUTEC). 2.2 REQUIREMENTS The solar power system at a minimum shall include the following 1. Solar Panels 2. Battery Bank 3. Battery Charge Controller 4. DC to AC Power Inverter 5.Solar Panel Mounting Structure 6. Battery Bank Storage System 7. Solar Panel Wiring 8AC Output Terminal 9. Battery Bank Interconnect Wiring 10. 2.3 SOLAR PANELS: The solar panels shall provide the necessary current capability for charging the battery bank. The output voltage shall be compatible with that required by the charge controller unit and the battery bank. 2.4 OUTPUT POWER The output voltage shall be 110 V ac,+/- 4%. The continuous Output Power capability of the system shall support a 5A load. The system shall also be capable of supporting a temporary 15A load, +/- 4A, for a duration of 8 hours. 2.5 BATTERY BANK The size of the battery bank shall support five days system operation without solar charging. The batteries shall have a minimum 135 amp-hour rating at a 20 hour rate. The battery bank shall have a minimum of two parallel sets of batteries connected in series. There shall be at least three independent connections between the parallel sets. The size of the individual battery units shall be 20.75'' x 11'' x 10'' +/- 6''. 2.6 CHARGE CONTROLLER The charge controller shall regulate the solar panel output current and/or voltage for charging the battery bank. The controller shall have a low voltage disconnect capability to protect the battery bank should the output voltage of the solar panels fall below the battery bank voltage. 2.7 DC-AC INVERTER The inverter shall be a true sine wave inverter. The inverter shall provide surge protection and continuous output power to the load. The surge protection shall beable to start a load of six times the nominal load of section 2.4. The inverter shall provide a minimum of 8 A load current capacity at 110 V for continuous power. A minimum of two ac outlets shall be provided. 2.8 MISCELLANEOUS EQUIPMENT The following equipment shall be provided for each system. SOLAR PANELS MOUNTING STRUCTURE: The solar panels mounting structures shall at a minimum hold 4 solar panels per structure. The mounting structures shall be ground mount structures capable of being mounted on the roof. The structures shall weigh less than 100 lbs. Hardware shall be provided for mounting the solar panels. BATTERY BANK STORAGE SYSTEM: A battery enclosure shall be provided to enclosed the battery bank. The enclosure shall be a ventilated enclosure to prevent gas build up. The enclosures shall at a minimum have the following characteristics: 5/16'' minimum wall thickness Reinforced floor Two lockable hasps Lifting handles Insulation All necessary wiring shall be provided for making all system interconnections including: connecting the solar panels to the charge controller unit, connecting charge controller output to the battery bank, all interconnections for the battery bank, connecting the battery bank to the DC/AC invert, and providing AC outlets for load connection to the system.All solar modules wiring shall be waterproof interconnects made of 1/2'' outdoor rated, non-metallic flexible conduit with nylon weathertight fittings. All battery interconnects wiring shall be 2/0 gauge wire. All inverter cables shall be welding type of cable with the size being #2/0 gauge. All remaining cable wire shall be at a minimum 4 gauge. DC Disconnect The DC Disconnect shall be capable of handling up to 150 amps. The disconnect shall have room to install shunts. SYSTEM MONITOR: The system monitor shall be a 3 channel monitor to read battery voltage, array amperage and load amperage. ENCLOSURES: A combiner enclosure shall be used for paralleling solar modules. The size of the enclosure shall be 10'' x 12'' x 6'' with a tolerance of +/- 6''. The enclosures shall come with lighting protection. An enclosure(s) shall be provided to house controllers, shunts and fuses. These enclosures shall be the indoor type of enclosure. 2.9 INSTALLATION MANUAL: A complete installation manual shall be provided for each system and shall include, but not be limited to the following: Solar modules setu and Configuration Battery setup and configuration Electrical connections Parts list. 2.10 OPERATIONS AND MAINTENANCE MANUAL: Two complete operations and maintenance manuals shall be provided for the system. This shall address but not be limited to the following topics: Autonomous power system initial start up. All regular necessary maintenance, maintenance schedules and maintenance tools and facilities. Schematics Fault detection and trouble shooting methods 2.11 WARRANTY: A full warranty shall be provided for a period of 1 year minimum from installation.2.12 SPARE PARTS The following spare parts shall be provided over and above the hardware required to instrument each of the two full systems. Only 1 set of spares is to be provided. All spares shall meet the performance requirements of sections 2.2. to 2.11.- 2 solar panels- 1 DC/AC inverter- 1 charge controller- batteries equal to 1/4 of the full battery bank number spare Interconnect wiring sets for all connections- 2 spare lightning protection units. TERMS AND CONDITIONS: The terms include FIRM FIXED PRICE provisions and delivery is anticipated within 90 days after purchase order award. Delivery shall be FOB destination Newport, Rhode Island. Award will be made to the responsible offerer proposing the lowest price meeting the above stated requirements. The applicable Standard Industrial Classification Code (SIC) is 3433. This acquisition is 100% SET-ASIDE FOR SMALL BUSINESS. The deadline for submitting written quotations is on or before 2:00 PM Local Time on 01 DECEMBER 1995 Oral quotes will not be accepted. All quotations must be legibly written and include DESCRIPTIVE LITERATURE.
