requirement to provide a means of reducing the loss or theft of high
dollar value, sensitive, and pliferable items and to aid in the
recovery of these types of lost or stolen items. The requirement
includes both the identification of security containers, i.e., safes,
security containers, cabinets, lockers, and cages, and well as the
identification of precision location and tracking systems utilizing
passive or active tagging or material information sent through
communications links such as UHF/VHF, two-ray radio, radio frequency,
or other means of signal transmission. Container sizes may vary from
small (12in X 24in approximate size) to be used within vehicles or
aircraft to large (84in X 72in X 48in approximate size) to be used in
storage areas. A tagging or tracking system must be able to be mounted
on a variety of individual pieces of equipment and provide a
transmission link to a command center. Tagging or tracking devices must
be low-cost, omni-directional, and approximately three inches or
smaller in size. This is not a solicitation notice, but a market survey
to determine potential sources for an enhanced security protection,
tracking, and recovery system. This is not to be construed as a
commitment by the Government to issue a solicitation or ultimately
award a contract. Any cost incurred as a result of response to this
notice shall be borne by the offeror and shall not be charged to the
Government for reimbursement. All responsible sources may submit
information which shall be considered by the Government. Responses are
requested to the POC not later than 30 days after the publication of
