Geothermal Heat Pump Consortium (GHPC) is currently implementing a
six-year cost-shared Geothermal Heat Pump Market Mobilization and
Technology Demonstration Program in cost-shared collaboration with the
U.S. Department of Energy and the U.S. Environmental Protection
Agency. (Geothermal heat pumps (GHPs) are also referred to as ground
source heat pumps, earth-coupled heat pumps, and water source heat
pumps). Titled the National Earth Comfort Program (NECP), the overall
goal is to: Increase the Geothermal Heat Pump unit sales from 40,000 to
400,000 and reduce greenhouse gas emissions by 1.5 million metric tons
of carbon equivalents annually by the year 2001 through the
replacement of emission producing heating and cooling systems with
renewable energy technology. NECP initiatives in the development and
implementation of technology marketing programs and coordinated and
managed by the Technology Confidence Building (TCB) Operating
Committee. TCB expects to contract a significant portion of the effort
through competitive bids. In particular, TCB plans to contract for two
specific projects in the near term: 1) Development of ``Model GHP
Utility Marketing Materials'' (Areas of interest include: overall
strategy and approach to developing generic and utility-specific model
GHP marketing program resource materials, and development and
implementation of local/regional awareness and public outreach
programs). 2) Development of a ``National GHP Awareness and Public
Education Campaign'' Strategy and Resource Materials (Areas of interest
include: development of overall coordinated national/regional strategy,
identification of key target audiences/market media, development of
public education, advertising, and public relations materials,
implementation of national-level awareness and public education
campaign). Firms wishing to participate as contractors, subcontractors,
or consultants on either or both projects are urged to submit
Statements of Qualifications (SOQs) by November 20, 195. A short list
of qualified bidders will be developed from this submittal and only
those on the short list will be sent upcoming solicitations. At a
minimum, the qualification statements must address as appropriate:
capabilities and experience in the development of utility product
marketing programs; capabilities and experience in developing and
implementing national and regional advertising and public relations
campaigns; knowledge of geothermal heat pump technology; knowledge of
electric utility practices and issues; specific expertise and
experience of staff; equipment, facilities, and resources; financial
capabilities to successfully complete contractual effort; and the
ability to respond to soecific tasks on short order. Please indicate
small or minority-owned business status if applicable, and include a
point of contact and at least four corporate references. Criteria in
evaluating the SOQs will include: 1) Technical Capabilities: - Depth
and demonstrability of organizational capabilities; - Degree of
familiarity with creating successful marketing programs for utilities
and GHPs - Training, experience, and expertise of staff; 2) Management
Capabilities: - Contractor's track record in managing similar types of
projects; - Ability to manage technical quality, cost, and schedules;
- Types of quality control procedures that are in place; -
Organizational priority for projects of this nature; 3) Equipment and
Facilities: Types of access to required equipment, data, and
facilities; Degree of reliance of contractor on other vendors or
organizations in completing these efforts within required quality,
cost, and time limitations; 4) Organizational Financial Strength:
-Financial ability to undertake projects of this nature; -Track record
of successfully completing projects within budget; -Ability to deal
financially with unforeseen technical problems and delays; -Ability to
comply with federal regulations requiring use of DOE funds.
Qualifications may be submitted for any and all of the topics listed
above. However, a separate and complete statement of qualification must
be submitted for each of the previously described two projects. Note
that multiple contracts to address separate portions of the above
